"Thirteenth Five-Year" Energy Report Card: Wind Power 丨 Industrial structure optimization and upgrading, comprehensive development and breakthrough

2021-01-12 09:50:15 en-admin 23

Keywords: Wind power industry; 13th five-year wind power; wind power market

——Summary of wind power development during the 13th Five-Year Plan

More than ten years ago, if someone said that wind power and other new energy industries would take the lead in my country's energy development, I believe even wind power people would not believe it. Today, not only in China, the promotion of wind power and other renewable energy development has become a global consensus to promote the energy transition in an orderly manner."Since the 13th Five-Year Plan, my country's wind power and other new energies have developed rapidly and have become the mainstay of renewable energy development." On October 21, 2020, the State Information Office’s "Thirteenth Five-Year" Ecological Environmental Protection Press Conference pointed out, " During the 13th Five-Year Plan period, my country’s new renewable energy installed capacity accounted for more than 50% of the annual, and the total installed capacity has steadily increased. It has become an important component of the energy transition and the main body of future power increase.According to data provided by the National Energy Administration, as of the end of October 2020, my country's cumulative installed wind power capacity has reached 229 million kilowatts. The cumulative power generation in the first October of 2020 was 372.2 billion kilowatt hours, a year-on-year increase of 14.7%, and the industry has entered a new journey.

Continuous innovation and breakthroughs, reaching industry development milestones

Looking back on the journey, people always feel a lot of emotion. In the five years of the "13th Five-Year Plan", my country's wind power industry has insisted on innovation and continuous breakthroughs, from cumulative installed capacity exceeding 200 million kilowatts, annual power generation exceeding 400 billion kilowatt hours, to large-scale wind power bases such as Jiuquan, Hami and Baili occupying the world The wind power market is destined to leave a strong mark in the history of development. At the beginning of the "Thirteenth Five-Year Plan", the National Energy Administration issued the "Thirteenth Five-Year Plan for Wind Power Development" (hereinafter referred to as the "Thirteenth Five-Year Plan"), clearly requiring that the cumulative installed capacity of wind power to be connected to the grid by the end of 2020 should reach 2.1 More than 100 million kilowatts, indicating the direction for the industry to start a new round of take-off. What is unexpected is that in only 4 years, the wind power industry completed the "13th Five-Year Plan" installation task at the end of 2019, with a cumulative installed capacity of 210 million kilowatts. Also in this year, affected by multiple factors such as the improvement of wind power curtailment in the Three Norths, subsidies for rush installation, and the increase of offshore wind power, my country’s wind power industry completed the largest new installed capacity in a single year during the 13th Five-Year Plan period. The annual grid-connected installed capacity was 25.74 million kilowatts, showing an explosive growth trend. There is also an indicator that may better show the development of my country's wind power industry—during the 13th Five-Year Plan period, the wind power industry has shifted from simply pursuing installed capacity to increasing power generation, achieving a qualitative leap in utilization.

At the end of the "Twelfth Five-Year Plan" period, my country's wind power consumption situation is very severe. According to data released by the National Energy Administration, in 2015, my country’s wind power industry curtailed 33.9 billion kilowatt-hours of wind power throughout the year, with an average curtailment rate of 15%. The curtailment rates of Gansu, Xinjiang, and Jilin, where wind curtailment is more serious, exceeded 30%, severely restricting the development of the industry, and improving the level of wind power utilization has become a top priority. At this critical moment, the capacity for consumption and utilization is listed as the iron threshold for the development and construction of wind power in various regions. In order to improve the consumption of wind power, the National Energy Administration and other energy authorities have steadily promoted a series of policies to be effective. The annual wind power investment monitoring and early warning results, annual project construction plans and regularly released wind power grid operation status are issued as scheduled every year to guide wind power companies Rational investment has played a positive role in promoting the healthy development of the industry. "Insist on giving priority to consumption and strengthening local utilization", the continuous improvement of the electricity consumption situation has become the best award. In 2019, my country's annual wind power generation capacity exceeded 400 billion kWh for the first time, reaching 405.7 billion kWh, accounting for 5.4% of all power generation. The wind curtailment and power curtailment situation that has plagued the development of the industry has improved significantly. The curtailment of wind power and the rate of wind abandonment have been "double-decreasing" for many years. The red warning area will finally be lifted in 2020. The wind power industry in Gansu and Xinjiang (including the Corps) is in It restarted after years of stagnation and made a positive contribution to the adjustment of the regional energy structure. The performance of the onshore wind power industry, which will officially enter the parity era in 2021, also attracts attention. Thanks to measures such as economies of scale, competitive allocation, and technological innovation, the average cost per unit of my country’s wind power industry in 2019 was about 7,000 yuan/kW, and in some areas it reached about 5,500 yuan/kW, a decrease of 1,000-2,500 yuan from 2015. /Kw, the project cost has been significantly reduced, contributing an important force to the full realization of onshore wind power parity during the "14th Five-Year Plan" period. At the same time, in order to help the industry to smoothly cross the parity threshold, since 2017, the National Energy Administration has organized many times to carry out the construction of wind-level tariff grid projects. In 2020 alone, 11.4 million kilowatts of parity projects will be added, which is equivalent to half of the Three Gorges Dam. Lay a solid foundation for guiding the healthy and orderly development of the industry
